We need a tool that allows the a quick Check to see if the client data is current with the M-Layer's Current version...

The software could keep the data it last updated from the M-Layer API..
Then if the GetLastChage rest call was after the sync data then system could be triggered to pull and update

I agree, saves us from trying to maintain an additional app just to retrieve the data. If we can automate this through an action that automatically creates a branch to merge into the main that would give us some provenance information.
