Develop component-wise file IO handling

In commit b367bd7 @jaredthomas68 commented out the FLORIS outfile stuff.

That was the right choice in the moment, but I would like Ard components to have the ability to dump disciplinary IO files so that they can be relatively easily post-processed. We lost a bit of the organization for this feature in the push to get beta done, but I think it's a key feature for us.

For this issue:

• design a general disciplinary IO file scheme
• re-build the FLORIS IO files to regain the ability commented out in the commit mentioned above
• list out the (high-cost) disciplines for which where IO files should be produced and create new issues to create them
