obsproc 1.2.9 scope

Start off of obsproc 1.2.8 (i.e. RRFS addition), bufr-dump 1.3.1, and prepobs 1.1.1.
CDF in early June 2026
In order of priority:

• add ksh to bash changes - only if there is time
• [ ]
• - clean/remove generation of 0 size files (be carful not to turn off the generation of seasonal files)
  - email the models POCs to confirm their workflow won't crash when we remove the blank files
  sevcsr - RAP (email "RAP use of sevcsr dumps"), RRFS (email "zero-length sevcsr data") confirmed
• - split the DUMP jobs (triggers/jobs), and dump groups (ex*_dump) where necessery (see Diane's emails since the 11Aug2025 implementation for any unfinished buisness
• - remove NAP
• - path and filename updates across all 3 repos (o,b-d,p) to prepare for GFSv17 - must do

• - change $NET to obsproc for all tasks (SPA Bug 1349)
• add AMSR2 14 channel product dumps - amsr_2 (currently in operations we have amsr2, 2channel product) / b021/xx247
• add SUAS tank () to hdob dump
• add global dumps for data sets that are operations (TROPICS, Tomorrow,io,anything else?) - tanks likely not ready
• prepare SCN to announce removal of 0 size files from NOMADS, and update code to do so:
  see email "zero size files on NOMADS"
• bufr/12.* ready
• - any other bugzilla tickets - not now

@dmerkova , do we already have obsproc 1.2.9 , bufr-dump 1.3.2, prepobs 1.1.* branches that contain the ksh-to-bash changes? If not, pls set them up, push to GitHub, so I can contribute to them as well.
From experience, I highly recoment you test run the code after every change in the list above.

New bufr-dump branch is release/bufr-dump.v1.3.2
New prepobs branch is release/prepobs.v1.1.4 --> now: release/prepobs.v1.1.2
Changes with ksh were merged - NO LONGER (Mar/26/2026)

SUAS is going to pre-exitisng tank b004/xx015, thus a decoder change will direct the SUAS obs to obsproc and hdob dumps.
