[Developer Issue]: Need a governance.md file

### Description

Recently learned of the use of GOVERNANCE.md files from https://governance.md/ where there are templates for creating them based on the number of maintainers the project has. I am not positive yet that a global file for NOAA-FIMS is the way to go but I think it is better than no file. Repositories can always opt out of the global file by creating their own file.
