[Developer Issue]: Add GHA workflows to check the package

Description

Add the following reusable workflows from {ghactions4r}:

• ghactions4r::use_r_cmd_check()
• ghactions4r::use_doc_and_style_r(use_rm_dollar_sign = FALSE)
• ghactions4r::use_spell_check()
• ghactions4r::use_build_pkgdown() and ghactions4r::use_update_pkgdown() (after setting up {pkgdown} site)

Add the following GitHub Actions workflows from {FIMS}:

• call-allcontributors.yml
• pr-checklist.yml
