[DOC] Document nvdashboard jupyterlab toggle accelerator for cudf.pandas

Documentation proposal

Since the jupyterlab-nvdashboard 0.15 release extension, if a user has cudf installed, the GPU toggle for cudf.pandas will be enabled. xref PR: rapidsai/jupyterlab-nvdashboard#248

We could limite this to a few screenshots, for simplicity since the video is long.

I can make this contribution, I'd like a minimal guidance on the preferred way to contribute this.

IMO I think a gif would be preferable over screenshots, but also since this component is maintained in jupyterlab-nvdashboard, could the gif and primary documentation live jupyterlab-nvdashboard and cudf's docs could cross reference to it?

@mroeschke this makes sense, that being said, the jupyterlab-nvdashboard extension doesn't have a docs page. The only existing docs are in the readme. We can modify the readme to make this more explicit and include gif and or screenshots there.

Sounds good, feel free to assign it to me, I added it to our board too to keep track. I'll make the update in the jupyterlab nvdashboard side and then create a PR in cudf to update docs linking to it.
