after re-launching after a setup update on linux, it seems like the addon state gets corrupted or like the files get messy with git history and such. have it so that data won't restore on linux, because that's not an issue, and fix any lasting bugs on the windows side. /model gpt

Fixed this so setup backup/restore is now Windows-only.

• Linux no longer creates the setup data backup before an update
• Linux startup ignores any stale ogi-update-backup and cleans it up instead
• Windows backup/restore + addon reinstall flow is still in place

Checked with:

• node --check application/src/electron/updater.ts
• node --check application/src/electron/startup.ts

Opened PR #171. I couldn’t run the full typecheck locally because bun isn’t installed here, and npm install gets stuck on the repo’s workspace:* deps.
