Cannot upload to 16u2 through IDE

i am running legacy ide on linux and i select hoodloader 16u2 as board and it compiles fine but when it tries to upload i get this error message

i also have a feeling that the bootloader did not flash properly because my connections are correct but the light only flashed rapidly for like 10 seconds

Is it because the capacitor i used is polarized?
