Allow when adding a moderator to specify their permissions.
For example, in the current system permissions would be:
NSFW, Pinning, Mark as Spam, Thread Pinning, Comment Pinning
via this, you could assign a moderator who for example, might only be able to pin threads/comments, but can't mark things as spam.
