/spy hierarchy not working correctly

Describe the bug
/spy is not showing messages sent by staff members to other staff members correctly. Mods should be able to see msg/whispers from other mods and non moderation staff but cannot. Admins cannot see mod's nor non moderation staff messages either with /spy on.

To Reproduce
Steps to reproduce the behavior:

1. have a mod message someone and observe the message in console but not with /spy on

Expected behavior
Moderation staff should be able to see messages with /spy on in a clear hierarchy. Mods see other mods and non moderation staff but not admins. Admins should be able to see mods, other admins, and non moderation staff messages.

Additional context
/spy is handled by vchat now and the spy config options are extremely limited
