Add ability to write all (or just important) announces to DB

Occasionally, there is a user that comes along and reports a bug in the site because the site has them having a different download/upload than their client reports. Generally, this is an issue in their client and it double reporting an announce.

To help with discussions of this, it would be beneficial if Ocelot recorded announces that come in. There should be three levels to choose from:

1. All announces
2. Announces where an action occurred (upload/download change, start, stop, etc.)
3. No announces are recorded
