Expected behavior
If a spam addin manifest defines the 'es' locale, it should be used if 'es-mx' is not defined and the outlook locale is spanish-mexico.
Current behavior
Currently, if es-mx is not defined but 'es' locale values are defined, default locale is used (english).
Steps to reproduce
- Install a spam addin manifest for outlook. Ensure that the manifest has a definition for the 'es' locale.
- Set the outlook locale to 'spanish - mexico'.
- Open the spam addin and it will be in english.
