ES-MX locale not using the value of generic 'es' defined in the manifest. #6799

Even if the spam addin manifest defines values for the 'es' locale, they are not being used when outlook locale is set to ES-MX (Spanish-Mexico).

Your Environment

  • Platform [PC desktop, Mac, iOS, Office on the web]: WEB/MAC (But probably all)
  • Host [Excel, Word, PowerPoint, etc.]: Outlook
  • Office version number: Possibly all
  • Operating System: Possibly All
  • Browser (if using Office on the web): Chrome (But probably all)

Expected behavior

If a spam addin manifest defines the 'es' locale, it should be used if 'es-mx' is not defined and the outlook locale is spanish-mexico.

Current behavior

Currently, if es-mx is not defined but 'es' locale values are defined, default locale is used (english).

Steps to reproduce

  1. Install a spam addin manifest for outlook. Ensure that the manifest has a definition for the 'es' locale.
  2. Set the outlook locale to 'spanish - mexico'.
  3. Open the spam addin and it will be in english.
