[FEAT]: redesign create article page

What is the Feature/Idea?

As we can see the edit symbol is beside "Create new title" which give the user a symbol that the current default title is "Create new title" which should be editable but isnt actually. the input field title should be removed from below and integrated here and the page header should be fixed above this. Makes it much more UI and User friendly
