Bandwidth Improvements

In order to save some bandwidth may be a good idea to improve the data that needs to be sent for the game to work.

Update the UpdateDeckEvent so it only transmits updates and not the entire deck

Update the UpdatePlayerlistEvent so it only transmits updates and not the entire list

[LeBogoo]

Upadte events in general so they don't waste bytes with unnecessary data.
