Normalize the Chance of an Overworld Region Being Selected as a Spawn Point

While I don't agree with this making random spawns "more impactful", I do think it makes sense to give each Overworld region the same chance of being selected for a spawn point. What are your thoughts?

I think that this makes sense in principle, but we should continue to treat all types of one-way entrances the same way, so this would also affect warp songs etc.
