Update all law records to mass-generate law thumbnails

In order to enable the thumbnail preview (screenshot) of law PDFs each record needs to be updated. Updating one metadatafield of a laws record will trigger the automatic thumbnail generation.

Please use the data scripts to update all law records and check if thumbnals are beeing generated.

@acorbi - if we can get the LIIP plugin to work then perhaps this will be resolved.

@acorbi -- I spoke with the DDG group who designed the OpenLandContracts.org site and they are getting back to me on how they manage the PDF view on their site.
