101 already described the receiving & sending part. How is this another opportunity?

It's not a duplicate as #101 is the overarching opportunity for sending (#121) and receiving (#122). Was split due to different cycles working on it.
But you're correct that #121 and #122 should have been epics under #101 and not opportunities.
Are we Ok to keep it like this for this cycle?

Having integrations for specific IR devices is a nice way to make them easy to use, but I think in reality there will never be an integration for 99% of the random IR devices we have laying around our homes. Due to this I think it's worth considering a "learn IR" workflow as a first class GUI driven part of IR support. I'm not sure if that's in scope for this initial "receive IR" proposal, maybe it should be a separate proposal?

Ideally learned codes could be submitted to a central database if a user provides a brand and model number. The "learn IR" workflow could then offer to first search existing codes for an easy setup. A quick search reveals fairly large existing open databases like https://github.com/probonopd/irdb -- integrating with and contributing back to that project might be a useful direction.
