[BUG] OST Debug v1.4.8 & Steam v1784669098 Network connection issue

Prerequisites

• I have searched existing issues and confirmed this has not been reported.
• I am using the latest build version from the releases page.

Steam client version

Windows version

Windows 11 25H2 (26200.8875)

Describe the bug

OST Debug v1.4.8 & Steam v1784669098 Network connection issue
Switching between "opensteamtool" -> "wudrm" -> "steamrun" -> "opensteamtool" -> "wudrm" -> "steamrun" -> "opensteamtool" in the [manifest] was ineffective
After closing Steam, simply delete the opensteamtool folder and then restart Steam to download normally
Similar to the previous situation -> #102 (comment)
However, this time, without recopying dwmapi.dll, OpenSteamTool.dll, and xinput1_4.dll to the Steam root directory, the download worked normally

Steps to reproduce

The network connection issue appears to occur randomly, making it difficult to reproduce effectively

Expected behavior

No network connection issue, downloads are working normally

Actual behavior

Network connection issue, unable to download normally
