Julia Wrapper for IRBEM Library

Hi IRBEM team,

I’ve developed a Julia wrapper for the IRBEM library that provides:

• Cross-platform compilation (Windows, Linux, macOS through JuliaBinaryWrappers/IRBEM_jll.jl)
• Direct Julia bindings to the IRBEM Fortran routines
• Some high-level functions (similar to the Python API and tested against the Python tests)
