Performed a code review and refactor check for the get_state_key and get_config_key functions in src/rate_limiter.rs as per the user's request.

src/rate_limiter.rsto examine function declarations and visibility. - Usage Search: Used grep to find all references to the functions across the codebase.
- Git History Check: Reviewed git log and blame to understand the history of the functions.
- Visibility Verification: Confirmed the functions are declared as
fn(private), notpub.
- Current State: Both functions are already
fn(private), not public. - Visibility: Private to the
rate_limitermodule; not accessible outside. - Usages: All calls are internal to
src/rate_limiter.rs(lines 42, 53, 70, 111). - External Callers: None found; no external dependencies to break.
- Git History: Functions have been
fnsince introduction in commitc62032d6f.
No refactoring was needed, as the functions are already fn, satisfying the acceptance criteria. This maintains proper encapsulation and prevents external dependence on internal storage key formats.
- Reviewed codebase and git history.

If the functions need to be accessible within the crate (but not externally), consider changing to pub(crate) fn. However, since they are unused outside the module, keeping them fn is preferable for encapsulation.
