[Performance] ProductCard renders full modal content on page load

Description

BuyPolicyModal component tree is rendered on page load even when no modal is open, wasting initial render resources.

Current behavior

Modal content renders in DOM but is hidden via CSS.

Expected behavior

Lazy load modal content only when modal is opened.
