[Bug] NetworkBanner does not handle RPC connection timeout

Description

The NetworkBanner component does not handle cases where the RPC endpoint times out, leaving users with no feedback about network status.

Current behavior

No timeout handling for RPC calls.

Expected behavior

Show a warning or retry mechanism when RPC is unreachable.
