Feature Request: Manual membership override command

This command should allow moderators to override the normal approval process for membership. It will consist of a few stages:

1. Moderator calls /grantmembership <snowflake>
2. Instar will evaluate the targeted user for membership.
   • If the user is not eligible, Instar will prompt the moderator with the items the user is missing, and request confirmation.
3. Instar will grant the user membership.
4. Instar will log the manual override in the server.
