Add download-capability

As Quantum Manager works perfectly on front- and backend, it would be a worthy enhancement to add download-capability. Like that, user groups with access could not only view, modify, organize or upload files, but also download documents, images or videos.

This feature would make Quantum Manager a fully working filesharing-/download-component as well as an enhanced media manager.

Of course users could download files from the preview windows etc. but that requires too many clicks and is not user-friendly. It would be better to add this to the context menus.
