extending datetime formatting options

I'd like to see a new set of user options added to deal with datetime formatting. There would be:

• a list of date formats, such as "July 1, 2021", "2021-07-01", "1 Jul 2021", and so on
• a list of time formats, including with and without seconds, 12- or 24-hour, with and without leading zeros, etc
• an option to not speak the year if the datetime being formatted takes place in the current year
• an option to set the template, such as "$date$, $time$", "$time$ on $date$", or however the user wants to format it
  I don't know if the end result will be exactly this, but I hope to make it close.

My concern with this is that by creating a template system, it won't be possible to exclude the date if today is the date.

I know, and I'm still unsure how I'll handle that. The easiest solution is probably three templates: today, this year, before this year. However, it gets confusing rather fast if the user doesn't get why so many exist and what to put where. I'll hack on this and see what happens. Maybe this will all come to nothing...
