Add historical csv agenda data (data-csv) for years 2009-2018

I think (but cannot prove) that we have these csv files in some prior repo using same format we are employing now.

Google sheets but ugly as fsck. Used only for the ad-hoc script which acted as the (as the kids would call) "html compiler".
