Should we move this repo to fgpv-vpgf?

Technically, fgpv-vpgf is a shared repo for FGP, whereas RAMP-PCAR is ECCC centric. I am expecting/hoping there is eventually guidance on hosting open source projects. But that is ultimately still in draft format i believe.
