Update `/per-rule` to always upload logs, even for pass results

We currently recommend uploading as many logs as possible, even for pass results, to help with debugging / comparing a failing state to as passing state.

Please do this only when some variable is set, otherwise you 2x or 3x the time spent testing /per-rule due to extra rsync(s) being needed for every single unit test.
