Since rsdk doesn't show detailed error messages, I tried installing the package manually on my Radxa Zero 3. Here's the root cause (note: I typed this manually, so there might be minor errors):
dpkg: error processing archive /var/cache/apt/archives/greetd_0.9.0-3_arm64.deb (--unpack): trying to overwrite '/etc/greetd/config.toml', which is also in package radxa-system-config-common 0.6.15
Apparently, radxa-system-config-common 0.6.15 is configuring something it shouldn't be.
By removing the greetd in src/share/rsdk/build/mod/packages/sway.libjsonnet, I could create the image correctly.
