Calculate deflator values in `calc_financial_inputs.py`

Right now inputs/deflator.csv is updated manually each year when we update our inflation values. It would be better to have the deflator values calculated directly in calc_financial_inputs so that only one update needs to be made, and so that users don't forget that both need updated whenever inflation is changed.
