Fall kick and damage draw #3

Description

In addition to cg_kickScale controlling, well, kick scale, it would be great if it could also affect fall kick. Or, implement cg_fallScale or a toggle like cg_fallKick in OSP.

Also, it would be great to have a toggle to disable the blood effect on the screen when you are hit. OSP has cg_damageDraw.
