Enable camera on front end for capture passport on patient and practitioner onboarding

User story:
As a community healthcare worker I want to be able to use the camera on the device to take a photo of patient and practitioner passports & ID's when onboarding users.

Implementation details:
Current user flow enables an image to be uploaded during user onboarding. This should be replaced by a modal that opens the camera and takes a photo. No other implementation should change.

Definition of done:

• Camera model correctly opens when onboarding a user.
• Can capture and store image.
• Scalable for different devices sizes.

I have experience with a point of sale solution for Pizza Hut Israel which used image capturing from html5 camera and Microsoft Facial Recognition API to ensure authentication for cashiers and customers.

My plan is to create a responsive component for this modal that will pass on the captured image to the rest of the application flow in whatever encoding required.
