Is there a way that it can use the user's timezone? It doesn't seem to be creating the events at the correct time.

Are you getting the error in case of creating events only? Or is there any problem with view command as well?

I'm currently in UTC-5 and when creating an event at 23:00, it isn't populating at the correct time in Google Calendar.

Here's an example:
8/11/2019 at 14:0(UTC +undefined) to 8/11/2019 at 18:0 (UTC +undefined)
is supposed to be 08:00-12:00

One option can be to change the format of timezone from UTC +5:30 to this. @EveBC, please let us know your opinion!
