the "all"transformation tool

it should have the means to "nudge" the element on the stage with the arrow keys, just like selection tool in editing the drawings
both adobe animate and toonboom has this feature

Ah. I follow. Thanks for the clarification.
I'm not entirely sure how the All tool would handle nudging all the transforms at the same time.
For instance, translating, rotating, scaling, skewing.
What would distinguish which channel of movement gets the nudge?
Or would you expect it to translate the object even though the tool itself is set to ALL?

So translating: moving left/right and up/down

Aside: The reason this feature was hard for me to parse is that ALL generally means 'All' and in this case it doesn't.
Instead it has a special purpose of translating the selection.

Additional thoughts
Perhaps holding Shift + Arrow nudge would allow the nudge to rotate and Control + Arrow nudge would allow scaling and Alt + Arrow nudge would skew. Although some attention would have to be given to properly mapping the up/down/right/left keys appropriately to each while also allowing for scaling in all directions to make larger/smaller. That might be the toughest one.

people will also prefer a rectangle instead of an anchor point to deal with column animation transformation
it goes differently to "animate" and "harmony"
