The dct:spatial usage note in the 10.3.4 Properties with MAY use a controlled vocabularies section is unclear. It is the MAY section, however, the usage note suggests, that for every case, there is a MUST requirement for usage of a CV:
The EU Vocabularies Name Authority Lists must be used for continents, countries and places that are in those lists; if a particular location is not in one of the mentioned Named Authority Lists, Geonames URIs must be used.
For continents, countries, and places, corresponding CVs MUST be used. For other cases, Geonames MUST be used.
This seems like an inconsistency. Possible solutions:
- Moving this to AT LEAST 1, allowing MS extensions
- Keeping this in MAY, relaxing the wording
- Moving this to MUST, disallowing MS extensions.
