Add padding to ROIs of particles

consider adding a definable clear border around the segmented particles - which could improve performance of some classifiers

this is for expanding the limits of the bounding box, rather than making an empty border around the edge of the ROI.

Also need to include checking of how close to the edge of the full image so we don't go outside.
