Fully functional moderation system

• Kick and Ban actions at given amounts of warnings
• make this feature optionally
• what to do after a user reached the given amount of warnings and got punished (reset warnings?, higher tiers? @JakobHeubl )
• only admins and serveradmins can configure the behaviour

To Point 3 A thought that, you would be kicked by x amount of warnings and banned by y amount of warnings.
If a user gets banned the username has to be a string and not a uuid.
If the user gets than unbanned, the bot would ask in the bot-commands channel if he should reset the warnings counter from this user.

• customizable messages to send to the users, if they are X amount of warnings away from gettings kicked/banned
• customizable amount, at which users will be kicked after their first time getting kicked off the server
