docs: link the published site from the README

Adds https://samrepository.github.io/Web_Technologies_MindMap/ prominently at the
top, plus direct links to the interactive mind map and the searchable reference
from the "View the Interactive Mind Map" section.

Edited content/header.md, not README.md, which is generated.

Also corrects text that Pages made stale: it said the map "will also be served
directly from GitHub Pages once that is enabled". Pages is enabled, so the online
link is now primary and opening a local copy is presented as the offline
alternative rather than the only route. The note that GitHub serves repository
HTML as source rather than rendering it is kept, since that is why the docs/
path alone is not a usable link.

The site URL is bolded by its label only, not wrapped in bold markers itself:
`**Website:** <url>` rather than `**Website: <url>**`, so no autolinker can
absorb a trailing asterisk into the href.
