Publish a GitHub Action wrapper

Create ScalerOpenSourceLabsOrg/authzprobe-action so any repo can add a scan step: uses: ScalerOpenSourceLabsOrg/authzprobe-action@v1.

Scope: a separate action repo that runs the CLI (composite or Docker action) with inputs for spec/config and uploads the JSON report as an artifact.

Acceptance criteria

• A working action with a usage example in its README.
• Demonstrated in a sample workflow.
