Subject: [PATCH] Canonical CI cleanup: TagBot thin-caller + downgrade-caller
 cleanup

Replace inlined JuliaRegistries/TagBot with the canonical SciML thin
caller (tagbot.yml@v1). Drop the redundant skip: "Pkg,TOML" downgrade
input (stdlibs are auto-populated by the central workflow) and set the
downgrade julia-version floor to lts.
