While ospac check doesn't have -l parameter, oblgiations does. Also, one is separate by "," while the other doesnt. We need to standarize the input to avoid the noise and the problems becauze Oscar tend to forget things, and will forget how to pass the license data into the tool.

also Library mode should be standard as well.
