Warn about lack of IRB before downloading a custom installer

Before we get user-controlled privacy levels like @fmetzger's Sensorium has, there should be a clear warning on the "Download installers" page that a Sensibility install from the CIB is not subject to IRB.

This is just fine as long as researchers use their own device for (say) developing an experiment, but we would not want people to get tricked into donating resources with no enforcable sensor access restrictions.
