switch to udev-rs for managing the Intel-rapl interface

Currently we hard code paths and use bash to set power limits on Intel devices. As Intel is gaining more popularity in handhelds, we should look into a more robust system that can more easily identify the correct paths dynamically and with reduced overhead.
