RFE: Add support for Thai (TIS620)

Even though the distributed C sources contain a TIS620/Thai
detector, it is not included in the Java version.
Please add/change the attached Java files.
ThaiModel.java to src/org/mozilla/universalchardet/prober/sequence
change SBCSGroupProber as shown
change Constants as shown.
