Switchdeck, in my understanding is just making the Steam app work properly with L4T as mentioned in the header "Switchdeck: Steam ARM64 for Switch (L4T)". Maintaining a whole separate distro is just isn't worth the effort.
Besides that, you can already install Switchdeck on L4T distros using the Megascript and Nintendeck which aim to recreate the SteamDeck experience is a thing that is in development by Jarvis
