Separate astrometric and photometric calibrations

Currently /astrometry calibrates both astrometry and photometry but these should be separate.

@yaeji43 #42 partially addressed this. What remains is the API route /astrometry to be refactored into /calibrate/astrometry and /calibrate/photometry.
