Import feature for EXDF Transformation Rules is missing

After reading the setup-guide for the EXDF Rules, I'm not able to replicate it:

"Turn on Modding > Enable. For more information, refer to modding.
Drag a file from ExcelTransformConfig folder into XivAlexander control window.
Or, if it doesn't work, use Modding > EXDF Transformation Rules > Import."

under modding im only able to find the following options:

I've also tried to drag the file into the control windows but im only receving the following error:

so i asusme the feature isnt supported anymore?
if its still supported is the option somewhere else or is it really just "gone/bugged"?
