[BUG] Dropdown on Purchase Taxes Templates needs company Filter

Current Behavior

When adding the Sales and Purchase Taxes templates to the Value-added Tax Return Settings, the Sales Templates drop-downs are filtered to only show templates associated with the Company Selected. The purchase tax templates don't.

Steps To Reproduce

1. Value-added Tax Return Settings
2. Add new Value-added Tax Return Settings
3. Select the company
4. Set Transaction Classification Method to Taxes and Charges Method
5. On the input side, select any of the Purchase tax options.

Expected Behavior

When selecting this drop down, I only want to see templates associated with the company selected in step 3
