Scope

Implement feat: Create Database Connection Pool Dashboard for Bridge Watch, including the required data model, service behavior, API surface, and user-facing workflow.

Acceptance criteria

• Define and document the behavior, inputs, outputs, and compatibility expectations.
• Enforce authentication, authorization, validation, and safe failure handling.
• Add persistence, migration, observability, and operational controls where applicable.
• Cover the feature with appropriate unit, integration, and end-to-end tests.
• Document rollout, rollback, and user/operator workflows.
