Scope
Implement feat: Add Contract Upgrade Approval Records for Bridge Watch, including the required data model, service behavior, API surface, and user-facing workflow.
Acceptance criteria
- Define and document the behavior, inputs, outputs, and compatibility expectations.
- Enforce authentication, authorization, validation, and safe failure handling.
- Add persistence, migration, observability, and operational controls where applicable.
- Cover the feature with appropriate unit, integration, and end-to-end tests.
- Document rollout, rollback, and user/operator workflows.
